Past Grand Chancellor (PGC) Joel T. Villanueva or JTV, the incumbent Punong Barangay (Chairman) of Barangay 438, Zone 44, District 4, Manila, led the opening of the 20th “Magbola, ‘Wag Magdroga” at Firmeza St., Sampaloc, Manila on November 21, 2014. He is also the present Vice-President of the Liga ng mga Barangay (LMB) of Manila.
“Magbola, ‘Wag Magdroga” is an advocacy of PGC JTV with a primordial objective of encouraging people especially the youth to make a “hook” in basketball instead of getting “hooked” with illegal drugs. He is the brainchild of this program which he founded when he was still a Barangay Kagawad (Councilor) in 1994. The guests in the opening ceremony included Manila Councilor Arlene Chua and her husband, former Councilor Dr. Louie Chua; the Sampaloc Fire Brigade President, Brgy. Chairman Allan Dale Basco; and RR Garcia.
PGC JTV was Tau Kappa Phi Grand Chancellor for SY 1995-1996. He ran for City Councilor under the banner of former President, now Manila Mayor Joseph “Erap” Estrada and Vice-Mayor Isko Moreno in the 2013 Local Elections. He served as Punong Barangay from 1997 to 2002. He ran unopposed in 2002 in his re-election bid and finished his term in 2007. However, he resigned in his third term but came back after a six-year hiatus and was elected as a Punong Barangay once more for the term 2013 to 2016.

From 2002 to 2007, he was the President of the Samahan ng mga Punong Barangay ng Sampaloc (SPBS), an exclusive association of barangay chairmen of Manila’s District 4. He is a Member of the People’s Law Enforcement Board (PLEB) of the Local Government of Manila and the Legal Officer of RL Foods Corporation.
